Returns top-N coins by absolute funding rate with current hourly rate, annualized %, direction (longs pay / shorts pay), mark, open interest, 24h volume, and source dex. Predicted-next-rate is populated only for first-perp-dex coins (HL API limitation). Pass optional `dex` to scope to one dex. Input: { topN? (1-50, default 20), dex? }. Output: structured JSON.
